There are many different types of contracts in the public sector. Most contracts are individual suppliers and, therefore, the purchasing process excludes everyone but one. However, there are many framework agreements in which buyers can collaborate with a number of suppliers. The sponsoring government department of the ARB is the Ministry of Housing, Municipalities and Local Authorities (MHCLG). The ARB and MHCLG have agreed on a framework within which they will both work. This framework agreement defines the responsibilities of the MHCLG as well as the responsibilities of our Board of Directors, Chairman of the Board of Directors, Registrar and management staff. We implement short-term procurement policies that create endless uncertainty for suppliers. The advantage for the supplier is that if it has already concluded a framework contract, the probability that it will win the contract for a project is higher than that of an open procurement process. However, some suppliers complain that after already receiving a framework contract, they might be forced anyway to apply for individual projects and not receive projects after a lot of time and effort. A framework agreement is needed to cover the paper needs of a number of authorities over a four-year period. Following the opinion of the Official Journal of the European Union and the selection procedure based on financial and economic capacity and technical capacity, tenders are evaluated on the basis of `economically the most advantageous` for accession to the framework. A number of suppliers are included in the framework to provide a variety of paper pulps, simple, fed, recycled, colored, etc. – over a period of four years.
The power is conferred on the supplier in the context where, on the basis of the initial award criteria, the tender is the „most economically advantageous“ for each call required during the four years. Since it is not necessary to refine or supplement the conditions in this case, it is not necessary for the Authority to use the mini-competition option.
