The European Union and the United Kingdom reach a draft withdrawal agreement. On 15 November 2018, a day after the agreement was presented and supported by the Cabinet of the British government, several members of the government resigned, including Dominic Raab, Secretary of State for Exiting the European Union. [28] A trade and security deal with Britain is about to be concluded, but the risk of a no-deal Brexit by accident in six weeks remains, with gaps on contentious issues „slowly shrinking,“ EU ambassadors were told. The main change from the deal negotiated by Theresa May`s government is to remove the controversial Irish „backstop“ contained in the previous deal (see below) – in order to keep an open border on the island of Ireland – in the revised deal. The EU and the UK reach a provisional agreement on citizens` rights and the Brexit financial settlement. EU leaders would agree to postpone the Brexit date to January 31, 2020 or earlier if the British and European parliaments approve the withdrawal agreement by then. After an unprecedented vote on 4 December 2018, MPs decided that the UK government was not respecting Parliament because it refused to give Parliament the full legal advice it had received on the impact of its proposed withdrawal conditions. [29] The central point of the opinion concerned the legal effect of the Backstop Agreement on Northern Ireland, the Republic of Ireland and the rest of the United Kingdom with regard to the customs border between the European Union and the United Kingdom and its impact on the Good Friday Agreement that led to the end of the unrest in Northern Ireland, and in particular on the security of the United Kingdom, to be able to leave the EU in practice, in accordance with the draft proposals. The following agreements are still under discussion with countries that have already concluded trade agreements with the EU.
EU and UK negotiators reached an agreement on the draft Withdrawal Agreement that allows the European Council (Article 50) to adopt, on 23 March 2018, guidelines for the framework for the future relationship between the EU and the UK. (4) This Agreement shall be open for accession by other members of the East African Community. .
