The total funding reported by PSRSR19-1 is approximately $1.0 billion and the weighted average price of these agreements is $18.59 for each 1-CER animal. The projects are expected to stimulate direct investment of more than $2.5 billion over the life of the projects. NYSERDA actively collaborates with municipalities hosting proposed renewable projects to ensure that these municipalities have the necessary tools to make informed decisions about the development of the project. All proposals must demonstrate that the bidder has obtained control of the location of at least 50% of the project site. A location control above 50% entitles you to additional points. This is different from the 2019 tender, where only sites of more than 15 hectares were needed to demonstrate a 50% location control. Previously, NYSERDA required proof of location control through the filing of an exclusivity agreement or an executed memorandum of understanding. This year, NYSERDA added a requirement to ensure that the battery storage resource is covered by an Operations and Maintenance (O&M) agreement for the duration of the contract. Bidders who are awarded a contract of more than 10 years must submit to NYSERDA an O&M agreement executed for the battery storage resource. The O&M contract must have a contract duration at least equal to the duration of the LSR contract. Bidders must submit the executed O&M contract before the start of the work. NYSERDA`s third annual call for tenders under the Clean Energy Standard, RESRFP19-1, was launched on April 23, 2019 and resulted in 21 agreements for 17 solar projects, including two with energy storage, three wind repowering projects and one new wind project that, once commissioned, are expected to contribute to 1,278 MW of new renewable energy capacity across New York State. The agreements will also support the development of 40 MW of supply-scale energy storage. Under the regulation, NYSERDA and ministry of public service staff must submit, within 90 days, a proposed implementation plan for PSC measures, which proposes a series of changes to the implementation of the RES program. The white paper recommends a supply target for animal resources 4 of up to 3,000 MW and proposes to use the same tendering and contracting process as for Tier 1 resources. This process would involve the negotiation of the COD on an ad hoc basis and the possibility for NYSERDA to conclude contracts with a maximum duration of 30 years and, if necessary, with several companies.
